Scope of Duties and Responsibilities:
The Assistant Superintendent for Finance, Operations and Personnel shall be a member of the administrative cabinet. This will include advising the Superintendent of Schools on all matters, duties, and responsibilities associated with the Personnel Office, Business Office/Central Business Office, Transportation, Facilities & Operations, School lunch, Athletics, and Managed Technology. Additionally, the Assistant Superintendent for Finance, Operations and Personnel shall collaborate with the Assistant Superintendent for Instruction and other instructional administrators on a continuous basis.
The Assistant Superintendent for Finance, Operations and Personnel shall be present at Board of Education agenda development sessions and scheduled Board of Education meetings. Furthermore, under direction from the Superintendent of Schools, the Assistant Superintendent for Finance, Operations and Personnel is expected to present at Board of Education meetings.
Contractual:
The Assistant Superintendent for Finance, Operations, and Personnel title is not associated with a Vestal Central School District collective bargaining unit. Rather, Assistant Superintendent for Finance, Operations, and Personnel title is secured through an appointment by the Board of Education.
Qualifications:
The Assistant Superintendent for Finance, Operations, and Personnel shall:
- Hold a valid New York State District Administrative Certificate (SDA/SDL/SBA) and a master’s degree from an accredited institution.
- Have a minimum of five (5) years of administrative leadership experience. Central office administrative leadership preferred.
- Have a combined minimum of ten (10) years of experience as a teacher, counselor, psychologist, related service provider, or other related/relevant field, and/or administrator.
- Leadership abilities and interpersonal skills to deal with sensitive issues in a confidential, tactful and professional manner.
- Have a reputation for nurturing positive relationships with all stakeholders and promoting a positive learning/working culture.
- Demonstrate commitment to the district mission, values, and goals.
- Possess the ability to work collaboratively within a team to problem-solve, focus on continuous improvement, and successfully implement plans from inception to completion.
- Shall have excellent organizational skills and the ability to motivate staff.
- Has excellent written and oral communication skills with the ability to communicate effectively by various means in a proactive manner and to resolve issues.
- Shall have the ability to handle many projects and process-orientated tasks concurrently.
- Demonstrate a strong understanding of the use of technology, as well as the ability to learn new software/hardware functions as needed.
- Has knowledge of labor relations, school law, negotiations and district contracts, recruitment, compliance, budget, health and safety, unemployment grievance and other litigation, and school community relations.

Job Functions and Responsibilities:
The Assistant Superintendent for Finance, Operations, and Personnel shall:
- Supervise/Evaluate the performance of assigned personnel in accordance with law, code, and Board policy.
- Supervise the Director of Personnel and Administrative Services and all functions of the personnel office. Advise the Superintendent of Schools of all pertinent personnel and administrative matters.
- Supervise the School Business Executive and consult with the Superintendent of Schools on all pertinent financial matters.
- Supervise the Director of Transportation and advise the Superintendent of Schools with all matters association with transportation.
- Supervise the Director of Facilities & Operations. Advise the Superintendent of Schools in all areas of Facilities and Operations including capital outlay projects, mandated services/testing/reports, capital projects, and emergency work.
- Supervise the School Lunch Supervisor (BOCES) and report all pertinent information to the Superintendent of Schools.
- Supervise and co-evaluate the Business Office Clerical with the School Business Executive.
- Supervise the Athletic Director and report pertinent information to the Superintendent of Schools.
- Supervise the Administrator for Managed Technology Services (BOCES) and report relevant topics to the Superintendent of Schools.
- Supervise the Public Information Coordinator and related district communications.
- Lead all collective bargaining contract negotiations, including preparation and research.
- Lead administration of grievance procedures for all bargaining units.
- Lead employee discipline for all bargaining units.
- Lead Section 71 and 75 hearings.
- Serve on final interview committees for hiring.
- Serve on the district’s Policy Committee.
- Maintain a current knowledge of state and federal mandates and regulations affecting the operations of the school district.
- Perform all other tasks/duties as assigned by the Superintendent of Schools.
Evaluation:
The Assistant Superintendent for Finance, Operations and Personnel shall be evaluated by the Superintendent of Schools in accordance with this job description and such other criteria as shall be established by the Board of Education.
